Job Summary

Hywel Dda University Health Board is seeking an experienced and highly motivated Data Scientist to play a pivotal role in strengthening analytical capability across the Planned Care portfolio.

This is a newly created post designed to develop consistent, high-quality analytics, demand and capacity modelling, and performance reporting to support effective governance, operational management, and service improvement across Planned Care.

The postholder will work closely with operational, clinical and corporate colleagues to ensure data is used proactively to support decision-making, improve productivity and efficiency, and enable sustained service improvement. Professionally report to the Head of Data Science, with day-to-day priorities and workload directed by the Planned Care Performance and Transformation Lead.

 

Main duties of the job

The postholder will:

  • Lead the development and application of demand and capacity modelling tools to support Planned Care services and RTT performance
  • Regularly audit and maintain assurance for RTT and Cancer service data and performance
  • Improve the consistency, quality and usability of performance reporting and analytics across the Health Board for Planned Care
  • Support Planned Care operational teams to use data effectively for active governance, performance management and service improvement
  • Work collaboratively with clinical, operational and managerial colleagues to interpret and present data in a way that supports improvement conversations and action
  • Contribute to the development of information and data systems that enable monitoring, assurance and continuous improvement across Planned Care
  • Act as a key link between Planned Care services and the central Data Science function, ensuring alignment with best practice analytical methods and corporate standards
  • Support transformation by helping teams look at data in different and more rounded ways, moving beyond routine reporting to insight-driven improvement

Qualifications and Knowledge

Essential

  • Educated to Masters degree level or equivalent level of work experience
  • Appropriate Management Qualification

Experience

Essential

  • Experience of analysing and reporting of critical business information that is available for public scrutiny
  • Experience in the use of modelling tools to develop and test future strategy options
  • Experience in policy / service development and implementation
  • Business case development
  • Report writing
  • Experience in presenting data to a wide range of people with varying degrees of understanding
  • Interaction with managers at all levels

Desirable

  • Understanding of the benefits IM&T can bring to the NHS
  • Expert knowledge of MS suite of applications Knowledge of the development and use of computer databases, SQL programming and query tools
  • Knowledge of Value Based Health Care
