Are you a visionary data and intelligence leader with the passion to transform
health and care through insight, innovation and collaboration?
As part of the emerging Cluster Integrated Care System, and ahead of the
planned merger in April 2027, we are seeking an exceptional Deputy Director of
Data and Intelligence to lead our strategic data agenda across a commissioning
system serving communities across Bath & North East Somerset, Swindon,
Wiltshire, Dorset and Somerset.
This is a unique opportunity to influence the future of population health,
commissioning and system transformation within an organisation managing an
annual commissioning budget of approximately £8 billion.

Main duties of the job

Reporting to the Chief Officer for PHI, as the Cluster’s most senior data leader, responsible for developing & delivering a modern, ambitious data & intelligence strategy. You will lead multidisciplinary teams of analysts, data scientists, engineers & intelligence professionals, ensuring that data & insight sit at the heart
of decision-making across the health & care system. Working closely with executive leaders, NHS providers, local authorities,
public health teams, primary care, voluntary sector partners and academic
organisations, you will create an integrated intelligence environment that
supports:

  • Population health management
  • Reduction of health inequalities
  • Service redesign & transformation
  • Strategic commissioning
  • Prevention & early intervention
  • Evidence-based decision making

Oversee the development of data platforms, cloud-based
solutions & advanced analytical capabilities, ensuring the organisation has
the tools, infrastructure & expertise required to deliver high-quality,
efficient & effective healthcare.

Person Specification

Qualifications

Essential

  • Please also refer to attached Person Specification.
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
  • Evidence of post qualifying and continuing professional development.
  • Understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Should have an appreciation of the relationship between different health and social care bodies including individual provider and commissioning organisations.
  • Member of relevant professional body.
  • Strong understanding of data governance, information standards and data-quality requirements within the NHS.
  • Experience of working with modern data platforms, analytical tools and information systems used for reporting, intelligence and advanced analytics.
  • Knowledge of data science, business intelligence, data engineering or analytics disciplines relevant to leading a complex data and intelligence function.

  • Significant experience leading data, analytics or intelligence functions in a complex organisation.

  • Proven experience of delivering data or analytics improvements, modernising tools or systems, or strengthening analytical capability.
  • Experience of overseeing data quality, information standards, or data governance processes.
  • Experience managing or guiding technical teams such as analysts, data scientists or BI
