Job summary

This is an exciting opportunity to work within Division B as a senior member of the Divisional Business Support Unit, providing strategic and operational leadership across the Division’s compliance, governance, assurance and regulatory agenda.

The Division consists of Blood, Inflammation and Cancer, Imaging, Pathology and Health Care Science and Technology Directorates .

The post holder will lead the development, implementation and oversight of systems and processes that provide assurance that the Division is compliant with statutory, regulatory and Trust requirements, including Care Quality Commission (CQC) and Fundamental Standards, CQC IRMER regulations, the Health and Social Care Act Regulations, Human Tissue Authority (HTA), United Kingdom Accreditation Service (UKAS), IR(ME)R, NICE guidance, relevant ISO standards, NHS England Specialised Service Standards and the Trust Quality Management System.

***Preference will be given to internal Trust staff, as well as ‘Priority’ and ‘At Risk’ status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

To lead the Division’s compliance, assurance and governance function. Act as the principal Divisional lead for regulatory compliance and assurance. Design, implement and monitoring of Trust-wide compliance frameworks across the Division. Provide expert advice regarding governance, compliance, assurance and risk management. Ensuring action plans are designed and implemented where indicated to drive continuous improvement. Oversee divisional compliance with CQC standards (including IRMER), NICE guidance, HTA, UKAS accreditation requirements, relevant ISO standards, NHSE Specialised Service Standards, NICE guidance and Trust policies. Lead divisional readiness for inspections, reviews and assurance visits. Responsible for oversight of divisional risk registers and governance frameworks. Lead divisional self-assessment, evidence gathering and assurance activities including audit functions. Design and lead monitoring of compliance action plans arising from inspections, incidents, complaints, audits, claims and inquests. Design and produce assurance reports for Divisional and Trust governance structures.

Person Specification

Knowledge and Experience

Essential

  • Significant demonstrable experience of governance, compliance, quality, assurance or risk management within a complex healthcare organisation.
  • Extensive knowledge of CQC standards, regulatory requirements and assurance processes.
  • Demonstrable experience of supporting regulatory inspections and assurance reviews.
  • Demonstrable experience of managing incidents, complaints, investigations and risk management processes.
  • Specialist knowledge across a range of regulators, underpinned by theory and legal/compliance knowledge.

Desirable

  • Demonstrable experience of accreditation programmes and external assurance reviews or audits
  • Demonstrable experience of implementing quality management systems.
  • Professional clinical background

Qualifications

Essential

  • Educated to Master’s degree level or equivalent demonstrable experience.
  • Leadership or management qualification or equivalent demonstrable experience.
  • Professional knowledge acquired through degree supplemented by diploma level specialist training, management qualification or equivalent and experience.

Desirable

  • Registered healthcare professional (NMC, HCPC or equivalent).
  • Qualification in governance, risk management, quality improvement or patient safety.
  • Project management qualification (Eg Prince 2, APM).

  • Excellent communication and presentation skills.
  • Proven ability to interpret and present highly complex information.
  • Proven ability to lead organisational change and improvement.
