Job summary

The post holder will be responsible for the regular collection, storage and processing of data required by West and North London ICB. The post-holder will be required to design the processes used to refresh the data and keep a register detailing all the data sources with detailed data definitions and latency. They would have the overall responsibility to communicate on data availability to analytics and any delays with data delivery.

This post will be set within the Data Engineering and Data Management team working collaboratively with other colleagues to integrate datasets into our data warehouse and run data quality checks. This will require the post-holder to lead on the development of pipelines to ingest data into the data warehouse and to adapt the pipelines as changes are made to data specification.

The post-holder will be expected to contribute to the development of a performance-focused culture where safety, effectiveness and patient experience are consistently delivered through the provision of high-quality information, analytical interpretation, benchmarking, forecasting and intelligent modelling.

The post-holders will play a critical role in the future development of the ICB’s data warehouse, associated data quality reports and management reports as well as delivering reference data management and transformations required by the analytics teams

Main duties of the job

This role sits within the business intelligence team, strategy directorate and supports the development, alignment and delivery of system-wide priorities that advance the ICB’s mission to improve population health and reduce health inequalities.

The post holder will support automation of processes and procedures using appropriate tools to optimise workflows, reduce dependencies on manual resources, and decrease error rates

Implement processes to investigate data errors, identify and analyse source of variations of errors in information reports.

Monitor and audit data quality and work with colleagues, from across the organisation, to improve quality of the information.

Interrogate production database as required to address issues flagged

Manage and maintain the data dictionary for the department to cover the datasets available in the data warehouse, data source, frequency/latency etc.

Ability to understand complex information, diagnose system issues & formulateappropriate solutions Develop and maintain relationships with data providers, DSCRO as well as One London data and analytics service teams work with a range of stakeholders to gather requirements for new data feeds and changes to existing data feeds

Person Specification

Education / Qualifications

Essential

  • Educated to degree in mathematics, IT or equivalent level of NHS experience
  • Evidence of continuous professional development regarding data handling, processing and storage
  • Good working knowledge of Microsoft Office including PowerPoint, Word and Excel.
  • Thorough understanding of current information issues and requirements in the NHS, including understanding of national dataset

Desirable

  • Knowledge of information governance and data confidentiality standards
  • Knowledge of quality improvement approaches
  • Experience of undertaking audits

Experience

Essential

  • Significant demonstrable information management and technology experience
  • Experience of data acquisition, ingestion, storage and processing of data within a data warehouse
  • Experience of using various information analysis techniques and tools such as advanced excel, SQL, Snowflake, Tableau and PowerBI
  • Experience of documenting complex procedures

Desirable

  • Experience of using GITHu
  • Experience of using DevOps

Knowledge

Essential

  • Able to analyse highly-complex specialist information and display the ability to explain findings and resolve any issues
  • Ability to interpret information received and react appropriately
  • Ability to scope information requirements with non-technical staff and translate this into a detailed requirement specification for development
  • Ability to apply LEAN thinking methodologies to information collection and reporting to ensure efficiency is driven out of these procedures
  • Skills for communication on complex information and administrative matters, requiring developed interpersonal and oral/ written communication skills
