Job summary

To complement our existing Team, Betsi Cadwaladr University Health Board (BCUHB) Public Health Directorate are seeking to recruit a full time Consultant with an interest in Health Protection to join their Population Health Service in North Wales. This is a newly created post which will include providing oversight of the Vaccination & Immunisation and Health Protection Services, working alongside our Consultants in Public Health. The post will be responsible for coordinating & overseeing the strategic leadership & development, direction, planning and delivery across Health Protection, and Vaccinations & Immunisations, in order to support the strategic goals of the Public Health Directorate and the wider Health Board.

The position can be based in Bryn y Neuadd, Llanfairfechan, or Preswylfa Mold.

Applicants must be on the GMC/GDC Specialist Register/UK Public Health Register for Public Health Specialists.

Main duties of the job

Your responsibilities will cover all areas of Public Health professional practice, including:

  • Health Protection
  • Emergency Preparedness Response and Resilience
  • Reducing Health Inequities
  • Health Care Quality and Improvement
  • Health Intelligence
  • Research and Development
  • Contribute population health advice to the Local Authorities across North Wales
  • Contribute to strategic planning by and support delivery through partner organisations, including the Public Services Board(s)

Further areas of work will be negotiated according to the needs of the directorate and the skills and knowledge of the successful candidate on appointment. A detailed work plan will be drawn up with the Executive Director of Public Health, upon appointment, drawing on the key tasks outlined in the Job Description.

Person Specification

Professional Registration

Essential

  • GMC Specialist Registration in Public Health Medicine, Infectious Diseases Medicine, or Medical Microbiology OR UK Public Health (Specialist) Register or within 6 months of obtaining CCT from date of interview.
  • Candidates on the GMC Specialist Register in a specialty other than those listed must have equivalent training and/or appropriate experience of Public Health Medicine, Infectious Diseases Medicine or Medical Microbiology Practice
  • Applicants must meet minimum CPD requirements in accordance with the requirements of the Faculty of Public Health/Royal College of Pathologists/Royal College of Physicians or other recognised body

Qualifications and Training

Essential

  • Minimum of 6 months training in Health Protection
  • MFPH, or MRCPath, or MRCP

Desirable

  • Masters in Public Health or equivalent

Knowledge and Understanding

Essential

  • Understanding of epidemiology and statistics, public health practice, health promotion, health economics and health care evaluation
  • Understanding of key agencies involved in health protection
  • Knowledge of methods of developing clinical quality assurance, quality improvement and evidence based clinical and/or public health practice
  • Understanding of social and political environment
  • Understanding of laboratory microbiology services
  • Understanding of clinical infectious diseases services
  • Understanding of clinical toxicology services
  • Understanding of the principles of radiological protection

Experience

Essential

  • Significant experience of working at a senior level within a large, complex organisation, with a demonstrable track record of success in a similar role
  • Experience of leading and facilitating organisational change, including service transformation, significant service redesign and performance management to achieve organisational objectives.
  • Extensive experience of health protection, including communicable disease control, management of environmental hazards and chemical incidents, and participation in emergency planning and/or health protection on-call arrangements
  • Experience of working collaboratively with partner agencies and delivering outcomes across organisational boundaries.
