Job summary

The role of the Emergency Planning Manager (EP Manager) is a high profile role with trust wide responsibility. Primary role is to support the detailed day to day operational aspects of the trusts emergency response to all incidents either external or internal. The EP Manager will provide expert advice, guidance, information, training and support to the Trust at all levels, in relation to all Emergency Planning/Resilience/Business Continuity matters, covering all the requirements of the Civil Contingencies Act (2004).

Main duties of the job

The EP Manager is accountable for supporting the operational co-ordination of the immediate response in the event of an incident. Also provides professional support to the trust front line staff by providing detailed specialist advice in respect of emergency planning and resilience matters. Provides the essential professional link with other NHS organizations in the Central London Sector and other relevant external partners (including NHS London, Public health England, Major Trauma Network, South East Cluster, Mental Health Trusts, other specialist Trusts, the LAS, SECAMB and the relevant Local Authorities) and co-ordinates all aspects of major incident planning that are incumbent upon the Trust.

The EP Manager is responsible for the planning and delivery of specialist emergency response training (30% of available time) and exercising; including Chemical, Biological, Radiological and Nuclear (CBRN) contamination training. Continuous testing of the major incident plan will be coordinated by the post holder, who will ensure comprehensive debriefing and action plans including associated recommendations to address gaps / weaknesses in the Trust’s systems.

Knowledge and Experience

Essential

  • Knowledge of public sector/NHS work structures and how emergency preparedness fits into the overall management scheme.
  • Has specialist knowledge and experience in dealing with major incidents in a complex environment involving large numbers of staff and members of the public.
  • Understanding of the principles and practice of risk management, investigation and mitigation in the context of governance in the NHS
  • Clear understanding of the NHS emergency planning and business continuity agenda

Desirable

  • Experience of managing business continuity whilst undertaking large scale project implementation

  • Excellent written / verbal communication skills which includes servicing meetings and reporting/briefing
  • Highly developed interpersonal skills, with the ability to influence staff at all levels
