Job summary
To take lead responsibility for the delivery of the Trusts Major and Minor Capital Development Programme (CRL and PDC funding streams), alongside oversite of the Trust Digital and Medical Equipment Capital programmes within the Directorate Infrastructure, Estates & Facilities. (IEF)
To provide and receive highly complex information, communicate EIF policies, technical information to Senior Managers, Directors, Divisional leads, high level negotiations with contractors, consultant parties, local authority officers and other external bodies.
Main duties of the job
To co-ordinate the clinical business needs of the Trust and translate into a prioritised capital plan to achieve business continuity, support clinical transformation and reduction in backlog maintenance liability and risk.
Line management of the Trust’s Capital Projects Unit, allocate work in accordance with skills and ability of individual members whilst remaining accountable for ultimate delivery. The post holder will provide professional advice/expertise for all schemes across the Trust.
To provide a programme management lead and direction as required on all major and minor capital projects in accordance with NHS Capital Investment Manual and EU legislation.
Responsibility for all design and contractual procedures for capital projects, minor improvements, estate investment and fire, health and safety schemes as delegated.
Responsible for cost expenditure of the entirety of the Trust Capital Programme including the individual sub-schemes and provide updated cost control plans and cash flows for the full programme and associated projects, ensuring effective budget reconciliation.

Experience & Knowledge
Essential
- Experience of delivering Estates, Facilities & Capital construction & equipment programmes and projects in a healthcare setting.
- Experience of complex business case development for investment in the public sector eg £100m plus schemes
- Substantial complex programme management experience across multiple public sector partners.
- Experience in delivering a programme involving major business & systems change in a multi stakeholder environment across multiple locations
- Proven track record of successful & sustained Management in an NHS Trust or similar organisation.
- In-depth knowledge in a number of management disciplines (procurement, finance, project management) acquired through training & experience to degree level or equivalent.
- Strong evidence of a track record in change Management & working with different corporate & service-level functions within an NHS Acute provider organisation.
- Experience of managing specialist construction design consultants, contractors, suppliers through a complex delivery programme.
- Significant experience of procuring & managing the outputs of external advisors.
- Experience of managing teams & subject matter experts.
- Substantial experience of contract management.
- Understands the underlying social, political & historical factors shaping local healthcare services
- Significant experience of working with national, and regional NHS or other organisations and bodies.
Desirable
- Knowledge of health and safety legislation relating to the Healthcare environment.
- Knowledge of MICAD IPR
Qualifications & Training
Essential
- A relevant Master’s degree or equivalent level experience.
- Chartered professional & membership of appropriate construction related or engineering professional institution.
- Up-to-date knowledge of NHS system reform policy & other key policy drivers.
- Procurement regulations.
- Up-to-date knowledge of HBN & HTM guidance & related Department of Health & Social Care & best practice healthcare estates guidance.
- Extensive knowledge of the public sector property environment, particularly of NHS property .
- Extensive knowledge of the NHS Financial environment & of NHS England , Department of Health & Social Care.

- CIOB.RICS.CEng.
