Job summary

The Job holder will provide an efficient and effective payroll service for Wye Valley NHS Trust. They will work as part of a team which strives for continuous improvement and efficiency, ensuring an accurate payroll is produced according to defined deadlines.

The Job holder will require detailed knowledge and interpretation adhering to current NHS terms and conditions, Trust’s local policies, Statutory regulations and NHS directives affecting pay.

They will complete complex calculations, resolve enquiries and provide information and

advice when required. Maintaining accurate employee records by updating the National Payroll system (currently ESR – Electronic Staff Record system) is essential.

They will be an effective member of the team and co-operate to achieve goals and objectives, ensuring regular training is undertaken

Main duties of the job

Manage the provision of effective, professional and timely Payroll services within own area of complete responsibility, ensuring that the payroll is processed in accordance with required legal requirements and deadlines.

Use discretion, independent judgement and experience to plan, prioritise and manage own workload.

Support the delivery of high quality, customer focused and measurable service to all internal staff, liaising as appropriate with all levels of staff/managers within the Trust. (ranging from Band 2 – Very Senior Managers)

Advise staff and managers at all levels on complex pay related matters such as how maternity leave, shared parental leave/adoption leave, promotions, changes in hours, grade etc affect pay. This may be verbal or written advise, include sensitive information and require explanation. In some cases, this could be contentious and highly confidential.

Routinely analyse, interpret and resolve complex queries in relation to payroll activities by problem solving, decision making and using own initiative and ensuring effective communication to all key stakeholders.

Knowledge and understanding of legislation and Trust Policies e.g. to facilitate the calculation and application of PAYE, NI, Pension, SSP, SMP, Occupational Parental Leave and sickness.

Knowledge and understanding of the NHS Pension schemes.

Person Specification

Education and Qualifications

Essential

  • 5 GCSE’s or equivalent to include English and Mathematics Grace 4 /C or above
  • Level 3 Payroll Qualification or equivalent knowledge or experience

Desirable

  • Has detailed ESR knowledge and NHS Payroll knowledge

Skills, Knowledge and Abilities

Essential

  • Well-developed Payroll Knowledge and skills to include detailed knowledge of NHS Terms and Conditions specifically relating to any pay related aspect.
  • Ability to carry out work with the required attention to detail, excellent interpersonal and communication skills, with the ability to work closely and effectively with staff at all levels in / outside of the Organisation
  • Basic understanding of relevant employment legislation, the Data Protection Act, Information Governance issues and the principles of Equality and Diversity

Desirable

  • ESR (Oracle) – Knowledge of latest payroll legislation and guidance

Experience

Essential

  • Experience of working in the NHS Payroll environment
  • Knowledge of NHS Conditions of Pay/Pensions Regulations

  • NHS Working Practices
