Senior Project Manager – NWUHG New Hospital Programme: Sponsorship Available

Job summary

We are seeking an experienced Senior Project Manager within Design & Construction to lead the planning, management and delivery of major enabling, infrastructure, design and construction activities associated with the redevelopment of Queen Elizabeth Hospital King’s Lynn and the James Paget Hospital Great Yarmouth as part of the Norfolk and Waveney University Hospitals Group New Hospital Programme.

The New Hospital Programme represents a transformational investment in healthcare infrastructure across Norfolk and Waveney, delivering new hospital facilities that will support the future delivery of safe, sustainable and modern healthcare services. Whilst this role will primarily support one site scheme, the postholder will work as part of the wider programme team, contributing to the successful delivery of programme objectives and supporting the development of consistent approaches, standards and ways of working across the wider programme

Main duties of the job

The postholder will lead complex construction and pre-construction workstreams throughout the project lifecycle, ensuring projects are delivered safely, efficiently and in accordance with approved scope, budget, quality and programme requirements. Working closely with consultants, contractors, clinical and operational stakeholders, Estates and Facilities teams and New Hospital Programme partners, the role will support the successful progression of projects from concept and design through construction, commissioning and handover.

The role includes direct line management responsibility for an Assistant Project Manager and requires the leadership and coordination of multidisciplinary teams, consultants and contractors across assigned projects and workstreams. The postholder will provide professional guidance, oversight and support to ensure projects are delivered in accordance with agreed objectives and programme requirements.

Operating within a highly regulated environment, the postholder will apply specialist knowledge of project delivery, construction management, commercial processes, risk management and governance arrangements. The role requires the exercise of significant professional judgement and autonomy when managing complex projects, resolving issues and making recommendations that support delivery of the programme.

Qualifications/Training

Essential

• Degree or equivalent level of knowledge acquired through extensive experience in construction, engineering, estates, project management or related discipline.
• Recognised project/programme management qualification (e.g. PRINCE2, MSP).
• Evidence of continuous professional development at a senior level, including leadership development.

Desirable

• Chartered membership of a relevant professional body (IWFM, IHEEM, CIBSE, RICS, APM or equivalent).
• Better Business Case Foundation of Higher.

Experience

Essential

• Extensive experience delivering complex construction or infrastructure projects.
• Experience managing NEC contracts and commercial risk.
• Experience leading multidisciplinary teams and engaging senior stakeholders
• Experience of managing external consultants, technical advisers and specialist professional services.
• Experience of supporting and developing business cases.
• Experience as a budget holder, including budget planning, management, and financial reporting.
• Experience producing high-quality briefings and written project documents for senior managers.
• Good working knowledge of Health and Safety legislation.
• Experience in designing and using a range of evaluation methods.

Desirable

• Experience within a complex healthcare or infrastructure environment.
• Experience operating within regulated governance environments.

• Excellent programme management and organisational development skills demonstrated within construction programmes.
• In depth Knowledge of capital project lifecycles, construction delivery and governance.
• In-depth knowledge and experience in a project management role within a customer-focused organisation.
• Knowledge and experience of corporate governance in an NHS setting, either directly or by working in partnership with the NHS.
• Ability to develop and maintain effective working partnerships with professional groups and senior managers within the organisation and in other agencies.

• Sound knowledge of NEC4 mechanisms and their practical application.
